Highland Park’s older identity was unusually self-contained. The Parks Area Foundation says Highland Park and Oak Park were once independent cities and among the Midwest’s best streetcar-suburb examples. That matters because Highland Park did not begin as a secondary afterthought to downtown Des Moi
